Summary

The overall aim of the AERO-UA project was to stimulate aviation research collaboration between the EU and Ukraine through strategic and targeted support. AERO-UA was focused solely on Ukraine, because the country has a huge aerospace potential but a low level of aviation research collaboration with the EU. Ukraine’s aerospace sector spans the full spectrum of systems and components development and production with OEMs, Tier 1 and 2 suppliers, aeroengine manufacturers, control systems manufacturers, R&D institutions, aeronautic universities, and SMEs. This is also reflected in the sector\'s important contributor to the country’s economy (e.g. aircraft production of €1,9 billion in 2011).

Ukrainian aerospace organisations possess unique know-how that can help Europe address the challenges identified in the ACARE SRIA / Flightpath 2050 Report. Furthermore, following the signing of the Agreement for the Association of Ukraine to Horizon 2020 in March 2015, Ukrainian organisations are eligible to participate in Clean Sky 2 and H2020 Transport on the same funding terms as those from EU member states. Equally, genuine commercial opportunities exist for European aviation organisations to help modernise Ukraine’s aerospace sector.

The AERO-UA project targetted its overall aim via four high-level objectives:

1. Identifying the barriers to increased EU-UA aviation research collaboration;
2. Providing strategic support to EU-UA aviation research collaboration;
3. Supporting EU-UA aviation research knowledge transfer pilot projects; and
4. Organising awareness-raising and networking between EU-UA stakeholders.

Work performed

Over the course of Period 2, the AERO-UA consortium has achieved the following main results:

WP1: Barriers to increased EU-UA aviation research collaboration
• Published a revised version of the Ukrainian Aeronautics Research and Technology Report 2018.
• Published a set of high-level recommendations aimed at facilitating EU-UA collaboration in aviation research, which were proposed by the AERO-UA Advisory Board.

WP2: Strategic support to EU-UA aviation research collaboration
• Victor Shulepov presented “The Aircraft Research & Innovation Landscape in Ukraine” to the ACARE MSG meeting on 20 June 2018 in Brussels.
• Igor Rybalchenko, Head of the International Projects Office at KhAI, was appointed by the Ministry of Education and Science of Ukraine in October 2018 to represent Ukraine at the Clean Sky 2 States Representative Group.
• Prof. Sergey Peresada, Head of the Department of Automation of Electromechanical Systems and Electrical Drives at the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”, was appointed by the Ministry of Education and Science of Ukraine in September 2018 to represent Ukraine in the H2020 Programme Committee – Transport.
• National Aviation University in Kyiv become an associated member of International Forum for Aviation Research (IFAR) and is in the process of applying to become a full member.
• AERO-UA partners supported Ukrainian aviation organisations with the preparation of 18 technology offers and requests for the Enterprise Europe Portal (EEN) portal.
• Provided funding to support 9 external Ukrainian aviation experts to participate in Aeromart Toulouse in December 2018 and the 9th EASN conferences in September 2019.
• Supported the preparation of ten (10) H2020/Clean Sky 2 proposals involving UA aeronautics actors. So far, one (1) of these have been successfully selected for funding: DENOX.

WP3: EU-UA aviation research knowledge transfer pilot projects
• Pilot Project 3.1a: Advanced design of aerospace composite structures. This pilot project involved UoM (task leader), KhAI, NASU (IPMS, PEWI, PIPS) and TECPAR (ITWL). The partners have implemented 14 short term staff exchanges and 19 training sessions.
• Pilot Project 3.1b: Aerospace composite structural health monitoring system. This pilot project involved TECPAR (ITWL) (task leader), UoM, KhAI, NASU (BISM and PEWI). The partners have implemented 55 short term staff exchanges and completed a feasibility study.
• Pilot Project 3.2a: Engine health management system. This pilot project involved TECPAR (ITWL) (task leader), UoM, Ivchenko, KhAI and NASU (PIPS). The partners have implemented 36 short term staff exchanges and completed a feasibility study.
• Pilot Project 3.2b: Advanced low-cost small turbine. This pilot project involved Ivchenko (task leader), TECPAR (ITWL) and UoM. The partners have implemented 26 short term staff exchanges and completed a feasibility study.
• Pilot Project 3.3a: Manufacturing joints. This pilot project involved Fraunhofer (task leader), UoM, UkrRIAT, FED, NASU and KhAI. The partners have implemented 14 short term staff exchanges and completed a feasibility study.
• Pilot Project 3.3b: Manufacturing aerospace composite structures. This pilot project involved UoM (task leader), TECPAR (ITWL), UkrRIAT, FED, NASU and KhAI. The partners have implemented 17 short term staff exchanges and 26 training sessions.

WP4: Awareness-raising and networking between EU-UA stakeholders
• Organised an information and networking event in place in Kharkiv on 31 May 2018 attended by about 60+ participants.
• Organised factory tours and technical visits to State Enterprise “Kharkiv engineering plant “FED”, Aerospace Company PJSC “FED”, State Scientific Production Enterprise “Kommunar Corporation” and National Technical University “Kharkov Polytechnic Institute” on 30 May 2018.
• Organised an information and networking event in place i

Final results

The AERO-UA project succeeded at achieving its expected results, namely:

Impact 1. Increased short-to-medium term EU-UA aviation research collaboration e.g. new Ukrainian aeronautics technology-offers published by EEN as well as H2020/Clean Sky 2 proposals involving Ukrainian aeronautics actors supported by AERO-UA.
Impact 2. Increased medium-to-long-term EU-UA aviation research collaboration e.g. deeper involvement of Ukraine in the governance structures of ACARE and Clean Sky 2.
Impact 3. Support to achieving Flightpath 2050 goals e.g. H2020/Clean Sky 2 proposals involving Ukrainian aeronautics actors supported by AERO-UA as well as joint EU-UA research papers published in international journals.
Impact 4. Support to implementing EU-UA association agreement articles e.g. factory tours and technical visits organized in Ukraine for EU aviation research experts.
