TAIPI, Tools and Actions for Impact Assessment and Policy makers Information, is a Coordination and Support Action (CSA) supported under the “Policy environment for FET Flagships” topic of the call H2020-FETFLAG-2014.
The general objective of TAIPI is to support and strengthen the FET Flagship Initiative, in particular the two selected Flagships -Human Brain Project Flagship (HBP) and Graphene Flagship- by undertaking “impact assessment” activities and “collecting information need for policy making”.
The general objective is divided into four specific objectives:
• To develop assessment methodologies along with the required toolkits which will be applied respectively to HBP and Graphene Flagships;
• To carry out the impact assessment of both Flagships by applying the specifically developed methodology and tools;
• To collect and provide, on the basis of the above mentioned toolkits, information for policy makers and funding organizations participating to Flagship initiatives;
• To transfer to the Flagships these developed toolkits (turned into “dashboards”), and to enable them to use these tools after the end of this CSA, thus ensuring the sustainability of the project activities.
TAIPI assesses the impacts of HBP and Graphene, enhances the flow of information from the Flagships towards policy makers, relevant stakeholders and wider public, improves the understanding of the impacts of the Flagships on science, technology, economy and society and contributes to create a stable and structured environment for the benefit of the FET Flagships. The environment created by TAIPI will thus benefit to the Flagships, allowing them to concentrate on the fields where they bring the highest added value to their stakeholders while they rely on up-to-date tools, developed by TAIPI, to monitor in real time their impacts.

Work performed

WP1. Project Management
The main tasks carried out in WP1 since the beginning to the end of this period have been:
• Coordination and communication within the consortium;
• Organisation of Steering Committee and Project Management meetings;
• Preparation, dissemination and validation of meeting minutes;
• Monitoring of the project progress;
• Coordination of deliverables’ validation procedure;
• Submission of deliverables to the European Commission;
• Monitoring of consumed person-months against planned person-months in the Grant Agreement Annex I.
Since the beginning of the project, several meetings and conference calls were organized with the Flagships and Flag-Era representatives as well as between project participants.
In addition to these actions, the coordinator of the project, Patrick Haouat, participated in several meetings organised by both flagships and FLAG-ERA where he represented TAIPI.
WP2. Methodology
All objectives of this work package were achieved. The methodology of the impact assessment was established. The framework of the assessment, all the data to be collected and required analysis were defined. Based on the assessment framework and methodology, web-based impact assessment tool was created, with two separate platforms, one dedicated to HBP and the other one to Graphene. This TAIPI impact assessment web based tool was developed to ensure the sustainability of the impact assessment method and its use after the end of TAIPI by both Flagships. This platform is designed to archive data, produce analysis and classify information. This platform will be maintained until the end of the year 2017.
WP3. Impact Assessment
The overall achievement of this work package is the assessment of impact of both Flagships.
The methodology developed in WP2 was personalised to each Flagship and separate assessments reports were produced. To perform the assessment, previously defined data were collected from the Flagships, consolidated and analysed to measure their impact in different impact categories. This work was achieved ahead of schedule. Indeed, in 2015, the European Commission informed the TAIPI consortium that the interim evaluation of the Flagships, initially scheduled in 2017, would start at the end of Q2 2016. In order to comply with this request, the completion time of tasks T3.1 and T3.2 was radically reduced, although both Flagships were heavily committed in the reporting of their ramp-up phase and the negotiation of their SGA1 during that period.
A final task (T3.3) to carry out a synthesis of both assessment was performed and main recommendations were drawn to the European Commission.
WP4. Support to policy making
In order to reach WP4 objectives several actions have been undertaken since the beginning of the project.
First of all, the Stakeholder Database built in period one was updated after taking into consideration the recommendations of TAIPI first year review analysis. Since then the stakeholder database was regularly updated and contained at the end of the second period more than 600 entries. Furthermore, two surveys for collecting information and interviews on the Flagships have been applied, and the results were analyzed in the deliverable 4.2. This WP has also contributed to the preparation of three policy briefs and one infoletter on impact assessment. The WP4 has also provided a support to the Flagship interim evaluation, thus Erdyn and ZSI representatives have participated in the kick-off meeting of its panel.
WP5. Dissemination and communication
A dissemination and communication plan with an exploitation strategy was developed by undertaking several steps. First of all, the web platform was constantly updated with the information on project activities and Flagships’ reviews and evaluation by the EC. Moreover, the interactive web platform with Web 2.0 technology was set up to provide access to project information, activities and outputs.

Final results

Although the Flagships have already some indicators to monitor their performance and impact, TAIPI goes beyond, and provides a more global impact assessment and information package for policy making.
The approach of TAIPI consists of ensuring the sustainability of the undertaken actions through the transfer, to both Flagships, of the toolkits developed by the consortium. This will enable the Flagships, once TAIPI actions are completed, to easily collect and analyze the information which is necessary for the monitoring of some activities, their impact assessment and the flow of information to policy makers. The transfer will include the training of the people concerned within the Flagships, on the use of toolkits, and especially of the web-based impact assessment tool.
The project will produce immediate quantifiable project results and longer term impacts in support of the Flagships Graphene and HBP, such as an enhanced flow of information from FET Flagships towards policy makers and the wider public, improved understanding of impacts of FET Flagships on science, technology, economy and society, stable and structured environment for the benefit of the FET Flagships.
