Summary of further development and deployment of HITCOMP; HITCOMP Advanced Development and Curriculum Integration

The contents of the HITCOMP tool shall be maintained and additional competences identified during the course of the project will be entered to it. Solutions will be sought to ensure the future existence of the tool and its future maintenance in transatlantic co-operation. Curriculum developed in the previous task, in addition to other curriculum and training materials identified, will be incorporated into the HITCOMP tool, in addition to intersecting the tool with other skills, competence and competency tools and assessment sources, such as the Global Health Workforce Council’s Curricular Competencies, the European eCompetence Framework, UKCHIP and others.

Case Studies I and II

We will use previous work conducted in this area by the HIMSS TIGER Initiative as a basis for further collection and aggregation of case studies. The survey results compiled in the previous deliverable will be illustrated, enriched and substantiated by detailed descriptions of programs/courses selected by country. The information will be obtained from in-depth interviews in which the context, the background, the history and the experience are thoroughly investigated. The case studies will be designed in the same format and with the same methodological approach to ensure that all findings contain comparable information. The survey and case studies will be the results of a mixed methods approach.

In addition, we will continue to develop case studies that provide empirical inquiries assessing the real-life context of the current state and impact of skills, competency evaluators along with education and training programs in European states, inclusive of results garnered from our interactive skills assessment and learning platform. Our consortium will gather and document qualitative evidence that supports a statistical framework for making inferences and comparing findings, while utilizing such tools as the Gender Equality Index to demonstrate gender gaps or inequities found within the populations studied. We will also attempt to gauge differences in various workplace settings and their needs for further development, including those in ambulatory care, social medicine, geriatric/ageing medicine, rehabilitative settings, and other areas.

Final Conference

The objective of the final conference will be to present the results of the project and obtain feedback from the stakeholders on what has been done and what remains to be done to take the work forward after the project’s end. Collaboration measures and methods will be discussed to contribute to the final outcomes, dissemination and exploitation plans for the work of the project.

Development of HIT Skills and Knowledge Assessment and Development Framework

Using HITCOMP as a basis, we will build upon our interactive platform to create a website that provides the following:
1. A bridge that links and connects existing HIT skills assessment tools, career development ladders, and other networks such as those developed and being disseminated by the EU, HIMSS, Coordination Actions in the scientific era of Medical Education Informatics for fostering IT skills for healthcare workforce in the EU and USA (CAMEI), American Health Information Management Association (AHIMA), American Medical Informatics Association (AMIA), International Medical Informatics Association (IMIA), International Federation of Health Information Management (IFHIMA), US Office of the National Coordinator (ONC), and others
2. A site where students and those interested in the HIT/eHealth field can learn about careers and career requirements, education and skills needed for entry and advancement
3. A site where new and incumbent workers can self-assess their skills, and map what skills are necessary to enter or advance in any of the wide opportunities of careers in HIT/eHealth
4. Expansion of the HITCOMP tool to provide dynamic linkage to a variety of vocational skills frameworks, such as the European eCompetence Framework, UKCHIP, and others
5. Dissemination and exploitation of developed core curriculum and basic skills training/offerings in HIT and eHealth, with dynamic linkage to additional providers of education and curriculum in HIT/eHealth.

Stakeholder Engagement Event 2 (Workshop)

FH OS will coordinate and host a Stakeholder Engagement event, with 15-20 participants, which will gauge, monitor, evavluate the work of the project to date, and further, will solicit interactions, responses, feedback and suggestions from stakeholders to guide future progress on workforce development measures in eHealth.

Foundational Curricula

A survey of needed and existing curricula will be developed, based on preliminary work done by the EU-US Workforce Development Workgroup under the EU-US Memorandum of Understanding and Roadmap. This completed survey will be circulated for comments in various professional organisations and national education administration bodies before final publication. The aim of the task is to identify generic, country-independent competences from country-dependent components and to support the education in both areas in order to further the mobility of the health care work force. From this, we will be able to both develop a foundational set of basic eHealth curricula, and formulate a plan to integrate country-dependent and -independent educational and knowledge needs into further iterations.
Finally, existing curricula from Europe and United States and additional competences based on our gap analysis performed in work package 2 will be used as input to form a comprehensive set of foundational curricula for different actors in the healthcare field. This curricula will be vetted, tested and validated amongst our extended network of stakeholders, educators, experts and community members in the eHealth industry.

Interactive website platform for use by current and future eHealth actors

As a main part of our project, we will leverage the HIMSS TIGER VLE as a model and launching platform, to create and launch an open-source, globally and publicly accessible online website consisting of an integrated network of competency assessment tools (i.e., HITCOMP, European eCompetence Framework, etc.), knowledge and educational delivery mechanism (including curricula developed in T3.1), individual learning, skills and certification collection and management system, and knowledge and information exchange platform, which will serve to facilitate the exchange of eHealth workforce research, information and knowledge among actors and key stakeholders.
This task will also include the preparation of a preliminary dissemination plan aiming at organising an editorial committee in charge of the web site as well as the management of this editorial committee and the regular updating of the web site.

US-EU Collaboration Event

HIMSS Foundation will host an international mid-Term Workshop in conjunction with Health IT week to report on project findings, including a panel discussion, a presentation of the work to date and a white paper.

Survey of Current States of Needs

This deliverable embraces the development of a questionnaire on the needs and demands of the current knowledge structure of the eHealth workforce within all European states and the US, its pre-testing, distribution and the statistical analysis of the responses as well as data presentation.

This deliverable also builds upon preparatory work to be done in this project, which includes the identification of relevant persons/organisations and information in databases that exist within the consortium and resources identified within the EU and US, compilation of this information in a project database, and development of scripts to analyse and present the data.

The survey will address issues of whether educational programs/courses in eHealth and health and medical informatics exist, whether these programs focus on particular topics, related professions and roles, and what type of credentialling, if any, is given at the end of the educational measure.

Project Marketing: Branding, Flyer, Etc.

To identify the project for marketing and dissemination purposes, the consortium will use project-specific branding (e.g., logo, presentation templates, graphics for the web site and other dissemination material). The branding will also be used during the exploitation of the results of the project, i.e., beyond the duration of the project.

The web site is the reference point for future dissemination activities. Social media activities and paper-based material – to be handed over during workshops and conferences – will be used as incentive to visit the web site. The use of social media will start during the second half of the duration of the project, i.e. as soon as content-related messages can be developed, e.g. on lessons learned. There will be two generations of paper-based material: the first one will be aimed at presenting the project and its ambition, and the second one will be a lay version of the final report and will present testimonials from those who have used the website and materials developed.
