Summary

The aim of the 30-months PICASSO project is (1) to reinforce EU-US collaboration in ICT research and innovation and (2) to support the EU-US ICT policy dialogue in these fields.
PICASSO is oriented to industrial needs and focuses on the pre-competitive research in key enabling technologies related to societal challenges - 5G Networks, Big Data, Internet of Things and Cyber Physical Systems for smart cities, smart transport and smart energy.
The PICASSO project provides a forum for ICT communities and involves 24+ EU and US prominent specialists in the three technology-oriented ICT Expert Groups and an ICT Policy Expert Group, working closely together to identify policy gaps in the technology domains and to take measures to stimulate the policy dialogue in these areas. The synergy between experts in ICT policies and in ICT technologies is a unique feature of PICASSO.

Work performed

In order to set directions for the project activity, several analyses have been concluded, notably one providing the Panorama of the ICT landscape in the EU and the US, including information on policies, regulations, programmes and networks in the EU and US. The document identifies gaps and opportunities, the key challenges in the selected domains and open problems, and the needs for supporting policy measures and strategic EU-US initiatives (both policy and research related).
A second analysis relating to industrial drivers, societal needs, and priorities for EU-US ICT collaboration has been concluded on the basis of 70+ interviews with industry representatives, which concluded in 61 recommendations.
Together with an analysis of opportunities in relevant US programmes for EU organisations and vice versa, information from the analyses have been integrated into a mobile application and dedicated web pages, the so-called PICASSO “CROSSROADS – Your EU-US ICT info-hub”. This app gathers very valuable information specifically for the three technical focus areas of the project not only on programmes, existing networks and initiatives, but also on open calls, relevant events and documents. It can be expected valuable for the community of researchers, technical experts from both academia and industry and innovation actors, as well as policy stakeholders.
Further the analysis of the existing landscape, an Opportunity Report has been developed by all Expert Groups that points out new avenues for EU-US research, innovation and policy collaboration. Strategic initiatives for future collaboration are currently being suggested on this basis.
Besides this very valuable work of the Expert Groups, 2 policy briefs focusing on specific aspects of identified policy gaps have already been developed.
To support all other projects activities, allow their successful implementation and involve ICT stakeholders, PICASSO has already conducted a number of dissemination activities, promoting the EU-US collaborative activity and approach, the progress, as well as first results of the project in the relevant communities.
A “Project Dissemination and Communication Strategy” was elaborated, serving as a guideline for the overall dissemination and communication activity, including the roles of the partners. The Project branding and templates were designed, and the project website published. Further, a generic project presentation, project communications for publication after main events or achievements, as well as a project card were developed. Information about project activities and outcomes has been published on the project website and widely disseminated via two newsletters, as well as mailings on specific topics, circulated via a contact data base established by the project, as well as via the partners’ end Expert Group Members’ networks. Besides this, news were posted on the project website, as well the project’s Twitter and LinkedIn accounts.
Currently, the project is preparing the “Trans-Atlantic Symposium on ICT Technology and Policy – 5G Networks, Big Data, Internet of Things and Cyber-Physical Systems for a Smart Society”, which will take place on June 19-20, 2017, in Minneapolis, US, with the participation of number of high-level technical and policy experts, leaders from industry and academia, and policy makers from the EU and the US. This public event will be one of the key occasions for reaching out to a large community, thus raising awareness about the project and its first outcomes, and obtaining further input and feedback that will help to ensure best possible impact of the findings stemming from PICASSO thematic Expert Groups and related activity and contribute to a collaborative policy dialogue.

Final results

Key strategic impacts of PICASSO are expected as following:
1) Non-competitive and pre-competitive areas will be identified where EU and US industry can co-operate. This is expected to include policy areas, privacy, cyber security, etc. where having a global approach would be commercially advantageous for everyone.
2) Policy recommendations will be put forward, designed to improve the competitiveness of the European industry. Here barriers to exploitation have been and will be identified, i.e. lack of standards for interoperability, need for policy on privacy and security, legal issues relating to liability and safety and contractual issues when providing services and products using a highly networked ecosystem.
3) PICASSO will identify where there is a clear need for regulations and where there is not. Regulations need to ensure fairness for all actors and must be directed at providing a level playing field within the market place.
4) PICASSO will recommend areas where there is a need for urgent standardization activities. Recommendations will be made on what actions are required to implement and pursue the policies that were put forward.
5) Improved visibility will be given to the EU ICT policies and regulation, with explanations important in the context of EU-US collaboration.
6) Strategic initiatives will be developed, in coordination with the key stakeholders, EU and US policy makers, funding agencies and networks. This will strongly contribute to the sustainability of the actions taken by PICASSO.
