Summary

The Energy Performance of Buildings Directive (EPBD) includes a large number of provisions, which need to be implemented in the individual Member States, whereby certain elements are up to national interpretation. This requires new solutions and structures to be developed in each country. However, in some of these countries, capacity and resources for this process are rather limited. Still, over the last 10 years and more, several are the lessons learned in all Member States. The use of best practice can further increase the impact of the directive while, at the same time, ensuring cost-efficient solutions to be applied across all Europe. The sharing of this experience among national representatives assigned with the implementation of the EPBD is difficult to accomplish through normal channels. The Concerted Action Energy Performance of Buildings Directive (CA EPBD) therefore offers a unique opportunity, through the gathering of the involved experts of all Member States.

The EPBD addresses a large potential of savings in buildings but will only deliver to the maximum if its provisions are well implemented in all countries. The CA EPBD therefore supports the full and successful implementation of the directive, as well as the European Union goals on energy efficiency and economic development.

The objective of the CA EPBD is to foster exchange of information and experience among Member States and other participating countries (Norway) with regards to the implementation of the specific European Union\'s legislation and policy on the energy performance of buildings, and in particular in relation to the transposition and implementation of the recast of the EPBD (Directive 2010/31/EU). The specific objectives of the CA EPBD are to:

• Enhance and structure the sharing of information and experience from national implementation and promote good practice in activities required of Member States for the implementation of the EPBD.
• Create favourable conditions for faster convergence of national procedures on EPBD-related matters.
• Develop a direct link with the other two buildings-related Concerted Actions that were established within the Intelligent Energy Europe (IEE) programme: the Concerted Action Renewable Energy Systems Directive (CA RES), which focuses on the transposition and implementation of the Renewable Energy Systems Directive (Directive 2009/28/EC); and the Concerted Action Energy Efficiency Directive (CA EED), focusing on the transposition and implementation of the Energy Efficiency Directive (Directive 2012/27/EU).
• Supplement the work of the Article 26 Committee and possible ad-hoc groups on CEN (European Committee for Standardisation) standards and certification exercises.
• Establish a dialogue with CEN in their work and implementation of the 2nd generation standards to support the implementation of the recast EPBD.
• Support for Member States to use National Energy Plans to report progress on the EPBD implementation.

The expected impact of the CA EPBD consists of a more harmonised approach, improved implementation and actual application of the EPBD in all the Member States, as well as the transfer of best and successful practices among them.

Work performed

The present CA EPBD has so far gathered national experts from all participating countries around three meetings: 1) Copenhagen, 26-27 October 2015; 2) Vilnius, 31 May - 1 June 2016; 3) Valletta, 15-16 February 2017. Each of these meetings included plenaries as well as 18 parallel sessions focusing on topics which were deemed relevant by the CA EPBD experts. More specifically, the aim of the CA EPBD plenaries and sessions has been to share lessons learned and to discuss and develop common solutions to problems experienced in countries in connection to the implementation of specific elements of the EPBD recast. The discussions were held in confidentiality to allow countries to have free exchange of information, both on good practices and on challenging experience. Between 125 and 135 experts involved in the national implementation of the EPBD attended each of the plenary meetings.

Further, the CA EPBD has organised two public events: 1) In Vilnius on Renovation Strategies in connection to CA EED Article 4.; 2) in Valletta on Smart Buildings for a Greener Europe. The event on smart buildings was live web streamed and the material from the open events was made available on the CA EPBD website, including the recording of the individual presentations. On-site participation during the public events accounted for 65, respectively 120, experts from the hosting country, the CA EPBD and the international community. The web streaming was watched live by another 150 experts.

The CA EPBD public website (epbd-ca.eu) contains all public material from the CA EPBD, including public outcomes of the work performed, material from public events, short public reports, news relevant to the CA, the EPBD and regulatory developments, etc.

A major outcome of the CA EPBD is currently under preparation and concerns a database-driven book in pdf, which will include public progress reports on the topics discussed at the CA EPBD plenary meetings and country reports on the implementation of the EPBD in each country in 2017. This database will allow the broader public to download all reports or selected material. Approval of this material is in progress and the first version of the database and material is expected to be released early in 2018.

The CA EPBD, has helped countries to share information on challenges and successes in the field of the implementation of the different articles of the EPBD recast. Lessons learned in one country have inspired others to overcome challenges through the development of new and better solutions for new and existing buildings, Energy Performance Certificates (EPCs), inspection of boilers and air-conditioning systems, finance and information activities. Special teams have worked with technical elements, policy integration, compliance, as well as on results and interaction with the CA EED, the CA RES and other EU funded projects. The CA EPBD therefore shared information and increased the use of results from other projects under the Horizon 2020 EU funding programme.

The CA EPBD, with its participating experts and management team, represents a highly developed network, which helps knowledge sharing far beyond the meetings and official information channels, thereby supporting policy development that reaches beyond the European Union.

Final results

Due to its nature, the CA EPBD is deeply integrated in the development of the implementation of the EPBD and its recast from 2010. This leads to the reuse of successful implementation and to more cost-efficient policy development in all EU countries and beyond. Due to the deep and continuous integration, it is difficult to document exactly which part of the results can be directly attributed to the CA EPBD, but sessions are always deemed highly relevant and useful by the participants of the surveys performed at every CA EPBD meeting and through the e-voting in some sessions and/or plenaries.
