Third street lighting Protocol & PDS & Annex A published

The task will draft the Protocol that will cover projects in street lighting. Street lighting projects are
characterised by lamp and/or lighting control improvements in lighting. The Project Development
Specification for this protocol is adapted to reflect best practice requirements for street lighting projects.

Report on certification support for 1st industry and energy supply project

PD & QA training materials

Certifying Project Developers and QA providers is a crucial element of the I3CP approach, as it builds an
ecosystem of developers and QA providers who can develop and certify IREE compliant projects.
Following on from the successful approach of ICPEU, I3CP will develop specific training packages for
PDs and QA providers, which includes pre-training Preparation Packages (to establish a shared knowledge
background among all participants), the actual training slides packages, a knowledge assessment test for
QA providers, and a database of questions for polls that will be launched live during training events. A
final questionnaire that assesses the training results will also be developed.

Translated QA training materials

I3CP will translate the PD and QA training materials into German, Portuguese and Bulgarian. In addition
two to three additional languages will be selected depending on demand. Experience from ICPEurope has
shown that in some countries adoption is very much facilitated by native language training materials. On
the flipside technical translations can be challenging and time-consuming to get right, i.e. maintaining the
exact meaning intended by the protocol authors and using appropriate modern engineering terms rather
than formal and literal translations. It is envisaged that translations for three to four key countries will
become very beneficial to early adoption..Based on experience two months’ work and sub-contracting
budgtets have been estimated, which would be included well ahead of larger scheduled training sessions.

First Industrial Protocol, PDS & Annex A published

The task will draft the first Protocol which subject to the selection process described above is likely to be
for simple projects in industry. Simple projects are characterised by one or a few Energy Conservation
Measures (ECMs) that focus on only one or a handful of energy end uses, and with no or limited
interactive effects between measures which avoids the need for complex calculation methods. The
protocol details the minimum requirements required to achieve an investment quality analysis of the
planned project, setting out the process and resources that are to be used for compliance. The Protocol will
be complemented by the corresponding Project Development Specification which compiles all relevant
and supporting information and best practices for the application of the ICP system.
The structure of this protocol will be based on the successful format of the existing buildings protocols and
the process that they follow, and adapted to suit the specific nature of projects following this Protocol.
The first step in its development will be to research existing best practice approaches to delivering this
type of project, and relevant European and national resources and standards. This will be achieved through
close collaboration with the relevant Technical Working Group to develop and agree an outline structure
and content of the Protocol. Theoretical case studies will be developed, against which the draft Protocol
can be tested.
Feedback and sign-off from the Technical Working Group will be obtained on completion of the first
draft. Wider feedback will then be obtained from the Technical Forum.
On completion of the Protocol, a similar approach will be used to develop the Project Development
Specification. However, as this is a considerably more detailed document than the Protocol, a longer
timeframe for developing this is envisaged.
The Index of National Resources (Annex As) are separate documents to the Protocols that detail the
specific relevant national regulations and design standards in all 28 EU countries. There will be 3 Annex
As, 1 for industry, 1 for street lighting and 1 for district energy.
Annex A lists relevant national standards, guidance or resources which may be used as optional alternative
resources to European or international standards referred to within the protocols.
The development of the Annex will be led by Verco, supported by EEIP and RdA. The Annex will be
coordinated centrally by Verco, who will develop the format and structure of the Annex, based on the
existing format used for ICPEU, and will identify the nature of resources that will be listed in the Annex.
EEIP will play a critical role both in providing contacts across Europe, and in providing technical expertise
to assist in identifying country-specific resources, and reviewing information supplied by contacts. For the
five pilot countries, In-Country Advocates will build upon their existing networks to identify these
country-specific resources, as well as their own local expertise, and desk-based research where required.

Second Industrial D2.2 Protocol, PDS published

The task will draft the 2nd Protocol which most likely will cover complex projects in industry. Complex
projects are characterised by multiple ECMs which impact on a number of energy end uses, and which may have interactive effects. The Protocol is intended to be similar to Protocol 1, but with additional
requirements given the more complex nature of the projects.
The Project Development Specification developed for simple projects will be adapted to reflect best
practice requirements for complex projects.

Translated Protocols, PDSs and AnnexAs

The published Protocols need to be translated into the languages of the early adopting countries.
Experience from ICPEU has shown that translation can be challenging because the text is very technical
and precise translation is essential in order to maintain the consistency of the protocols and with that the
comparability of the energy efficiency projects developed with their assistance. The consortium envisage
use of external translation service plus independent reviews by technical people, as well as input from the
Consortium.

Dissemination Plan

It will describe in
detail the various formats, forums and media that the project will use to spread knowledge of the project,
provide project updates, educate key sectors about the Protocols and recruit allies. The plan will be
developed under the oversight of the Steering Group to ensure market relevance. One stream of
dissemination will cover pan-European visibility with industrial associations and conferences where I3CP
intends to be present. The other stream of dissemination will specify efforts in the early adopting countries
themselves that are intended to build traction among potential Project Developers and help recruit specific
early adopting projects that I3CP can then support towards certification.
