5 P: The Council is seeking to procure a partner to develop 3 core sites in Harrow in connection with the Council's regeneration programme. The three core sites the Council intends to contribute to the HSDP for development are: Poets Corner, Peel Road and Phase 1 of Byron Quarter (the ‘Core Sites’).

5 P: It is initially intended that the HSDP will focus on the development of the Core Sites. It is anticipated that this development shall include, but not be limited to, the re-provision of Harrow's Civic Centre (the new Harrow Civic Centre or ‘HNC’)), the development of mixed tenure housing and the development of commercial/community uses. The Council also requires the option to offer future sites that are currently or may subsequently become owned by the Council to the HSDP for development.

5 P: The partner will therefore be delivering the Core Sites and providing construction works and services in respect of such sites through the HSDP. In addition, the Council requires the right to call-off construction works and/or services from the HSDP in relation to land that is currently or may subsequently become owned by the Council. For instance, the Council shall retain ownership of the land in relation to the HNC with the HSDP providing construction works and services to the Council in relation to its development.

5 P: It is envisaged that the Council and Partner will have an equal equity interest in the HSDP and will manage the HSDP and its assets jointly. The Council intends to contribute land (such as the Core Sites) to the HSDP and anticipates that the Partner will contribute funding to match the value of the land contributed by the Council. The Council also anticipates the Partner providing a number of services and expertise to the HSDP including (amongst others) construction and development management services.

The Council and/or any of its advisers reserve the right to contact any interested parties who notifies the Council of its interest.
