5 P: We are publishing this expression of interest to seek to notify the market we might have a grant-funded opportunity arising and test the level of interest. This would be to provide activities for ESFA in support young people with SEND (aged 0-25), to facilitate them to fully access the Department for Education’s services and programmes. The predominant activities would be around 4 key areas supporting these young-people and the general awareness of their needs and rights, including:

5 P: — targeted helpline services,

5 P: — online IAG resource/materials,

5 P: — face to face training and awareness skills for other organisations and good practice sharing events,

5 P: — as well as ad hoc policy input.

5 P: We would like to test the type of appetite for market providers who think they would have capability and interest in delivering this.

5 P: Note: We are also interested to engage on some market research questions around experience, capability of opportunities in this area of work — we would also be grateful if those expressing an interest would take the time to provide responses to below below questions and concerns, which will help us understand the potential future scope of delivery here.

5 P: (Please note all responses will be collated and reviewed from 2 Dec., so we will not read responses after this date, findings will be subsequently published along with notifying the market of our decision on whether this should become a competed opportunity, etc).

5 P: 1) Capability: how you might be capable or have experience in delivering something like this;

5 P: 2) Experience: do you have previous experience of providing online resources per HL spec? Have you got previous experience of providing the voice of young people with SEND into policy or other discussions;

5 P: 3) Appetite: how interested you might be in this opportunity and any other questions you have on the likely process or observations about similar processes previously;

5 P: 4) Cost model (Milestones?): how might you cost out a plan which ranged from a specific helpline to ad-hoc policy support, would you suggest milestone payments, or different vehicle or mixed model?

5 P: 5) Transition and startup: how long you might propose a grant authority might want to leave to allow for transition should a different provider take over the running, or other comments on innovations or opportunities in this market space — what costs and how much time would you roughly envisage being involved in your setup/plan to delivery these activities fully;

5 P: 6) Innovations/other improvements — how would you deal with people outside of that age bracket or asking about other department’s policies such as benefits from DWP;

5 P: 7) Plan specific: do you have national coverage? Are the target young people, employers and other stakeholders aware of them as the people to ask or what strategies will you implement to target these people? Do you have experienced facilitators to deliver courses/seminars and access to premises to run them? Also how might encourage/support accessing apprenticeships (and other employment)?

5 P: Additionally ideas about targeting specific cohorts NEET or at risk of NEET — e.g. care leavers, those leaving alternative provision, those with low qualifications and how could IAG materials me made accessible/appealing for these and young people generally, etc.? Could helpline also have accessibility expanded or through online means and could parents/family be targeted as key influencers of this group too?
