L: 4 --- key: (P)   value: The Norwegian Public Roads Administration invites, on behalf of Møre og Romsdal County, tenderers of rock protection/avalanche protection to a dialogue on possible protection methods in the steep mountain sides above county road 63 Trollstigvegen in Rauma, Møre og Romsdal. The dialogue meeting will be held in Åndalsnes on 2.10.2019. It will be held in accordance with the Public Procurement Regulations §12-1 (on preparatory surveys). The background for the desired dialogue meeting is the conclusions in the attached report 'Landslide — Natural Danger Evaluation of Trollstigen (report 40143_GEOL_R1'), dated 5.9.2018. This report concludes that there is a high landslike risk due to the high frequency of landslides, heavy seasonal traffic, and a challenging traffic pattern. The report presents findings of potentially unstable objects, and proposes prioritising relevant measures (see table 8 in the report). The risk is assessed to be greatest by the upper area of the road in each series of hairpin bends, i.e., the so-called Kjelstadlinja, Bispelinja and the road line at Grustaksvingen (see figure 4 in the report).

5 P: The Norwegian Public Roads Administration would like a market dialogue as any protection will be carried out in steep terrain over large areas above the road, with little or no flattening by the road. This makes it difficult to establish a braking area and to divert landslides and falling rocks. This situation narrows the scope as regards protection methods and, at the same time, gives demanding access for those who carry out the work. This, in turn, is significant for the choice of method and installation, as well as for future inspections and maintenance. It will be decisive for road owners to find efficient methods that give both safe access and execution, as well as enabling inspections and necessary maintenance in the future.

5 P: We would like road closures during the execution to be as short as possible, so that the road can maintain its function as a national tourist road for most of the season when the work is carried out. The work must, therefore, preferably be carried out in the autumn.

5 P: The dialogue meeting will consist of the Norwegian Public Road Administration's presentation of the problem, a joint site inspection along the area described in the attached report, and a joint session with questions and answers. There will also be an opportunity for individual meetings with one and one tenderer, where all will be able to give input individually. See the attached programme.

5 P: The Norwegian Public Roads Administration would like to get input during the dialogue meeting on the sub-stretch that we assess as having the greatest risk, namely the stretch Kjelstadlinja between Stigfossbrua and Kjelstadsvingen, see figure 2 and s. 29-41 in the attached report. We expect that the measures on the prioritised stretch will largely consist of clearing and/or maintaining the rock in situ, as the terrain will make it difficult to establish guiding and catching constructions. Beyond this, all input on other measures in the area is welcome.

5 P: Even though the dialogue meeting is about a concrete protection project, we have not yet decided whether, and possibly when, this work will be carried out. This will be up to Møre og Romsdal County, which will take over the administration of county road 63 from the turn of the year 2019/2020. The feedback from the dialogue meeting will be sent from the Norwegian Public Roads Administration and will form an important basis for further planning and engineering design services in the county.
