Summary

BUStoB is directed towards establishing and upgrading large-scale qualification and training schemes in the Netherlands for craftsmen and other on-site workers, in continuation of the BUILD Up Skills Initiative. The concept of the BuildUpSkills to Business project builds on the experience of the previous and ongoing Build Up Skills projects. This project aims at developing and using hands on assessments and short modular training in basic knowledge and skills for craftsmen and building workers. The major concept is creating insight in their current skills level and the need/urgency for upskilling. This insight will be created at the level of the individual worker and at the level of the entrepreneur/employer. Once entrepreneurs and individual workers find out that increasing green skills leads to decreasing failure costs, trust will grow and an important barrier to the demand for RES and EE measures and upskilling will be removed stone-by-stone.

The main objective of the project is to develop and pilot missing training materials on EQFlevels 2 – 4 based on the future-ready qualification schemes developed in BUILD UP Skills Pillar II (BUS_N@W).
Secondary objective is to construct short skill measurement tests, which enables the prevention of mistakes made by unconsciously incompetent workers.
Tertiary objective is to organize regional pilots in which we focus on implementation and evaluation of the developed materials and regional capacity building.

To implement the results successfully we will support regional training partnerships with train-the-trainer sessions, regional labour market intelligence and implementing the developed trainings and assessments in practice in regional building and/or renovation projects.

Work performed

The BUStoB work plan contains the following work packages:

In WP2 and WP3 a flexible method to define and approve learning goals is developed. To improve the method and format it is used to define the learning goals for the modules around solar- and wind energy in collaboration with an external expert and a feedback panel. This led to several improvements that made the format more easy to use. A platform for creation of e-assessments and e-learning modules is selected. Together the modules and the assessments form an integrated mobile learning package. Development of actual content with the selected tool and while doing so also developed the instruction for creation of the so-called learning journeys (a blueprint for designing learning interactions) is started. For future flexibility possibilities to use the developed content in other e-learning platforms are explored. This is made possible by working with the IMS-QTI and the SCORM standards. The inventory of available courses has been updated and is added to the BUILD UP Skills advisor app (release Dec 2016). For assessing construction errors in an innovative way new assessment functionality is designed. Development and integration in the BUILD UP Skills advisor app is planned.

In WP4 the consortium partners used their existing regional networks to contact training institutes, regular education institutes and installation companies. On a regional level each of the ROCs (ROC-Nijmegen, ROC van Twente, ROC Koning Willem I and ROC Midden Nederland) established and maintained contacts with their regional businesses in the construction, building and installation sector, regional governments and regional intermediaries. One of the lessons learned is that a lot of dedication is needed to reach the target group.

Preparation of monitoring of the pilots started. With monitoring we try to measure the effect of the developed materials in practice (construction projects and organisation of building and installation firms). The in BUS_N@W developed monitoring has therefore been further developed in previous months towards realisation of concrete pilots in 2017. Several regional training centers, also ROC’s that are not affiliated with the BUStoB project, successfully appealed for additional funds to incorporate sustainability into their curricula.

In WP5 a communication-, dissemination- and endorsement-plan is written and communication materials, a website and newsletters are created. The first national work conference took place in June 2016. An inventory and analysis of projects to attract women to the construction sector is performed. Several regions have been advised during development of their plans to acquire additional funding.

Final results

The expected impact if BUStoB consists of the following elements:

1. Reduced skills mismatch: The BuildUpSkills-App will be used in the regional pilots. Results of the assessments will be collected and the data will be analysed. The objective is to monitor 3000 craftsmen and at the end of the project the mismatch of skills will have to be reduced with 50%.

2. Improved participation, qualifications and skills for a pool of talented women in the construction sector. Our goal is that 5% (150) of the participants are women.

3. Increase the skills of 3000 craftsmen by the end of year 2018. In the pilots a total number of 3000 people will be trained which will result in 3000 workers with relevant EE/RES skills

4. Increase in RES-production of 11 GWh/year and decrease of energy consumption of 69 GWh/year (= savings): Direct impacts are expected to be on enabling the workforce to build and renovate nearly zero energy buildings, to close the gap between design and performance for new to be build dwellings and to decrease energetic failure costs.

5. Increase the employability of the building workforce with 3000 persons (directly in the project) and this can be multiplied to a total number of 150.000 – 225.000 by 2020. These target estimates are based on the assumption that the project will be used for firm establishment of actions, which after finishing the action should lead to broad execution at, and by the market parties.

6. Increase in investments in innovative sustainable energy technologies with €42.7 million: for new to be build buildings we expect Eur 15.5 million for investments in PV (Eur2/Wp) and Eur 6.75 million for solar heating boilers (Eur 3000/pce). Also the EE investments are being calculated at Eur 300,000/GWh which leads to an additional investment of Eur 6 million for newly build houses and Eur 14.4 million for renovations. These calculations are based on building new houses, because official numbers on offices are not yet available. Adding offices will increase the numbers.
