Summary

The main objective of REMOURBAN is to develop and validate a Sustainable Urban Regeneration Model based on the joint transformation energy, mobility and ICTs. This model will be designed to offer holistic integrated approaches in order to accelerate the transformation of European Cities (urban areas) into more sustainable and smarter places of advanced social progress and environmental regeneration.

There are three axes in which the project is divided (innovation, demonstration and dissemination cascade) will allow the achievement of this main objective, which will finalise with the delivery of this Sustainable Urban Regeneration Model at the end of the project. The Sustainable Urban Regeneration Model provides solutions in both technical and non-technical fields addressing the temporal goals, the main Smart City enablers within the transformation process –towards a more sustainable and smarter environment– and innovations in the above mentioned key priority areas of energy, mobility and ICTs. This toolkit of solutions, integrated through the model, is able to be adapted and implemented in a wide range of European Cities, focusing on their specific goals and targets, and the boundary conditions that characterise their ecosystem.

Thus, REMOURBAN is aimed at providing these innovations that will be part of a holistic, systemic and replicable Urban Regeneration Model, which can be grouped into six main groups: innovations to reduce the energy consumption, to implement strategies towards a more sustainable and efficient mobility, to integrate the existing infrastructures in cities, to improve the decision making processes and the Smart City enablers towards the implementation of energy, mobility and ICT actions, to provide business models and financial schemes and to evaluate and share knowledge focused on defining the metrics and protocols that allows a credible analysis of the benefits of these actions.

The deployment and validation of this sustainable urban regeneration model is being carried out through three large scale demonstrations in the REMOURBAN lighthouse cities, which are committed to deploy very ambitious holistic interventions, well balanced in terms of actions on energy, mobility and ICTs, which will be fully monitored and properly assessed. REMOURBAN will be validated in the cities of Valladolid (Spain), Nottingham (United Kingdom) and Tepebasi/Eskisehir (Turkey), which are medium-size cities in Europe covering different climate and boundary conditions.

These cities will be positioned as frontrunners aimed at showing other European cities how the implementation of cross-cutting actions in both the technical and non-technical levels is able to improve the sustainability and smartness of these environments, improving the quality of life of their citizens, which should be at the core of the regeneration process.

With regards to replication, exploitation and dissemination, the REMOURBAN dissemination cascade establishes the overall strategy for ensuring the target oriented exploitation of its results in order to achieve an early and broad uptake. The overall objective of this cascade is to establish the framework strategy for ensuring that project outcomes are exploited to the different stakeholders and audiences through the proper channels and mechanisms, linking thus the innovation, demonstration, replication, exploitation and dissemination and communication related activities and tasks, in an specific Dissemination and Exploitation roadmap.

Work performed

During the second year of the project (m13-m24) specific tasks have been completed within these three axes, leading to establishing the basis for the further developments within the project, and summarised as follows:

• Regarding the Urban Regeneration Model, the work has been focused on delivering the non-technical innovations and the definition of the evaluation framework, protocols and indicators to be integrated within the model. Thus, the core of the outcomes delivered during this period have delivered a comprehensive analysis and definition of recommendations in the fields of legal and normative issues, non-technical barriers, identification of innovative business models and definition of the metrics and indicators supporting the evaluation of smart city interventions. At the end of the period, the focus has been established on connecting the innovations of the key priority areas of sustainable mobility, districts and built environment and integrated infrastructures, which were delivered during the first year, with these horizontal smart city enablers that have been the core of the work during this second year, into the integrated Urban Regeneration Model.
• Under the demonstration axis, the work during this second period has completed the planning of the implementation of the actions, with the finalisation of the financial and implementation plans for the three lighthouse cities. After the completion of these planning stages, the focus has been on moving from inception to implementation, where important advancements have been achieved during the period under evaluation as reported in the demonstration sections of this report. At the end of the period, most of the actions have already started their implementation, with relevant progresses especially in the field of the sustainable urban mobility.
• With regards to replication, exploitation and dissemination, during the second year of the project important outcomes have been achieved as part of this dissemination cascade. In this sense, it should be highlighted the definition of the REMOURBAN overarching replication model, the analysis of the market for the project results with potential for exploitation identified the previous period, and the continuation of the implementation of the REMOURBAN D&C plan, which during this second year has introduced the very strong aspect of the clustering with other SCC01 projects.

Final results

The REMOURBAN main impact is to provide a Sustainable Urban Regeneration Model focusing on reducing energy consumption and GHG emissions, increasing the use of renewable energy sources, implementing innovative strategies to renovate buildings at district scale, deploying very efficient heating and cooling solutions (preferably at district and city scale), integrating the performance of infrastructures as smart grid of traffic management by means of ICTs and mobilising resources to replace a relevant amount of vehicles, private and public. Important progresses have been carried out during the two first years of the project towards achieving the following impacts:

• To reduce a 5.42% the energy consumed per citizen and a total of 5.44% of reduction in the CO2 emissions per citizen through the integrated intervention
• To reduce a 50% the energy consumed in the households and 80% of the CO2 emissions associated
• To increase the ratio of renewables at least a 50%, almost 100% for thermal consumption in the cities of Valladolid and Tepebasi
• To reduce a 50% the energy spent in transportation due to the use of electric vehicles
• To improve the access to sustainable systems for the citizens’ mobility, achieving a reduction over the energy consumption and emissions per capita of 5.2%
• To reduce the journey spent time due to the improvement of the public transport systems in a 15% over the current
• To reduce the return of the investment to 10-15 years due to the scale of economy, use of renewables and integrated approach
