The activities within all Innovation Programmes and Cross Cutting Activities are aimed at enhancing the Performance of the overall railway System. As a part of the Cross-Cutting-Activities (CCA) this project’s ambition is a transversal view on the overall Shift2Rail goals and their achievement in order to ensure a sustainable, valuable outcome of the activities and an optimal application and combination of the developed technologies. Especially the key targets of lifecycle cost reduction, reliability enhancement and capacity increase will be the focus of the KPI model that aims at monitoring and controlling the progress towards these goals.

The prediction of societal values, technological and behavioural trends and the assessment of how the railways will interact, respond and also be a driver of the desired change is necessary to understand and important for the decision makers in the transport system. This need is essential in a sector with such longevity as rail. Firstly, analysing the obstacles of the current railway system is necessary to attract more passengers and as far as possible to isolate the single and combined influence of different factors, which will be a quick-win starting point to customer attractiveness. Furthermore, the potentially disruptive new technology usage, that may accompany the 4th industrial revolution, the rapid IT development and the developing demographics, will impact the mobility patterns of people and the globalisation of trade flows and global supply chains. The technology will in turn be a facilitator and driver of the future living, working, communication, mobility and sustainability. The aim of the long term needs and socio-economic research strand is therefore to find the future scope for rail, based on all relevant trends and policies. For this, it is necessary to specify relevant societal values, target groups and implementation factors to which they need to be compared, as well as collecting which customer requirements and future needs have to be taken into consideration in any further activities of the railway system to get a success Story today and in the future. When this is liaised with S2R, strengths and benefits of the different concepts will be clearly shown, thus bringing a perspective leading to 2025/2035/2050 on the S2R activities and delivering the reference scenarios for the System Platform Demonstrators (SPD) which will be used for the assessment of the S2R achievements.

The aim is furthermore to define and interconnect Key Performance Indicators (KPIs) that enable an assessment of how exactly, and to which extend S2R influences the railway system and its stakeholders. The level of detail should ensure the representation of every IP and each of its TDs within this model to enable the integrated assessment. The impact of Shift2Rail will be assessed by using the achieved low-level KPI on the SPD scenarios and calculating the improvement of the high-level KPI and master plan targets for capacity, reliability and cost. An approach for validation by using existing railway data of today is used to ensure trustworthy results.

The objective of IMPACT-1 is to help maximising the impact of Shift2Rail by analysing the socioeconomic impact of the S2R developments, identifying the future application use cases by System platform demonstrator scenarios and assess the impact of the development by using Key Performance Indicators.

Work performed

The Project kick-off Meeting was held in September in Berlin (WP1).

Regarding the Socio- Economics (WP2), the following work was carried out:
Customer obstacles and requirements has identified up to now more than 90 obstacles which can influence the modal choice and identified more than 20 conscious and unconscious steps to realise journeys between A and B. Furthermore, different available future studies have been collected and analysed, as well as scenarios with a context to mobility to identify relevant indicators for the scenarios.

The SPD Definition (WP3) has up to now been working on the requirements and properties of the SPDs. One important requirement identified is that the SPDs should cover the diverse conditions in different parts of Europe. Part of the work with requirements and properties has been to undertake a literature review of mode choice models available in Europe. The literature review identified parameters important for mode choice, such as level-of-service and socio-economic parameters.

For the KPI model (WP4) the first steps included a common definition of terms, collection of requirements and discussing ideas for the railway system structure.
As first actions, relevant documents that contain the information needed for the work were scanned. This included besides Shift2Rail documents like the Master Plan or the Multi Annual Action Plan also reports from other projects, like for example Roll2Rail. First drafts of the railway system and KPI trees were made.
A first face-to-face Meeting with IP1 to be held in Brussels on the 12th of January was organised and prepared. Interview questions were drafted and discussed.
Also, a detailed analysis of all of IP1\'s TDs in terms of their sublevel KPI was carried out, followed by further work on analysis of TDs in terms of their sublevel KPI, drafts of system and KPI trees.

In WP5, the Data Policy and Data Management Plan was worked out.

The first physical work Meeting took place in Stockholm on the 10th of November and covered both Work Package 3 and Work Package 4. Because at this stage there is a strong link between them, the meeting was partly held together with both work packages and partly separate.

Final results

Regarding Socio-Economics (WP2), first results have shown that the available data is limited and many criteria (obstacles and requirements) are not in the focus of market surveys so far. For example the relevance for railway users in relation to access and egress to stations (knowledge, suitability, availability, options, conditions, etc.) are not specified in detail. It’s something like a black box. More research as intended in AWP 2016 and AWP 2018 will be necessary to identify relevant options to improve, facilitate journeys and to be more competitive.

Regarding rail passenger and goods modelling, the state of the art is limited use of forecasting tools to analyse the modal shift to rail. Work Package 3 within IMPACT-1 goes beyond state of the art and identifies and specifies suitable transport modelling and forecasting tools for analysis of S2R solutions. Beyond the goals for the current Shift2Rail JU, new goals and aims for the development of the railway system beyond the time frame of H2020 can be derived if divergences between the identified societal needs and the System Platform Demonstrators are identified.

For the KPI model (WP4), start-up activities have been carried out in order to enable the success of the Project results. These will include a holistic view on the railway system that will enable the assessment of railway innovations concerning nearly any type of Innovation and subsystem.
