Summary

The proposal is focusing on increased skills by training and qualifying HVAC professionals with direct links to the EPBD and Ecodesign Directive (e.g. Lot1, Lot 2).
The proposed training schemes are based on CEN standards related to the EPBD and mandated by the European Commission. The standards were voted positively in January 2017. The new CEN standards offer innovative approaches and solutions including renewables, economical calculation (cost optimum) and measured energy. CEN standards are also used for the common EU voluntary certification scheme requested in the EPBD.
To bring them into application, training is urgently needed. Several national calculation methodologies for energy performance of buildings are based on current CEN standards and they should be replaced by the new standards.
To reach the EU\'s energy and climate targets, a qualified building workforce is needed. Professionals need to be aware of new upcoming challenges: (e.g. nZEB, renewables, new state of art) and be trained on it.
Qualification and training based on European standards is an advantage for mutual recognition of qualifications and certifications schemes among different EU Member States. Standardisation is also key to create level playing field conditions for products European wide.
The CEN-CE project addresses strong market request, shown by the support of stakeholders of the whole building value chain.
The objective of the CEN-CE project is to set up a large-scale qualification and training schemes to increase the skills of HVAC professionals related to the new upcoming challenges.
HVAC professionals play an important role in energy efficiency, especially in renovation where HVAC systems are often replaced or upgraded first.

Work performed

The work in the CEN-CE project is structured in the following work packages:

- Work Package 1: Coordination, Management and Monitoring
The overall development of the project, the prompt delivery of deliverables and good cooperation within the Consortium has been achieved during this first period by developing and using adequate management tools. A very positive point for the success of the project until now was the strong communication within the consortium and the relevant stakeholders.

- Work package 2: Operational and organizational design of the CEN-CE scheme
Article 17 of the EPBD requires that the energy performance certification of buildings is carried out in an independent manner by qualified and/or accredited experts. WP2 contributes that the trained experts are qualified and competent. The CEN-CE qualification scheme is designed to meet the requirements of EQF levels 4 to 6 (see https:// ec.europa.eu/ploteus/content/descriptors-page).
A benchmarking of existing EU-wide trainings has been undertaken in this first period. The most relevant schemes were investigated (e.g. ASHRAE experts certification BEAP, BREEAM expert, ingREeS, Passive house, etc.). Their scheme operation was analysed and a potential uptake of the CEN-CE outcomes evaluated. The highest enhancement potential with existing schemes has been identified for the schemes ingREeS, SLR training running scheme in Italy, UNIZAG FSB (University, training provider for Croatian Ministry responsible for EPBD implementation).
In addition to the learning outcomes, the certification rules and referential have been started to be worked out, based on the experience of the consortium and the feedback from stakeholders.
The main actors involved in CEN-CE scheme operation will very likely be:
- CEN-CE central training scheme operator (CEN-CE consortium)
for issuing licences, monitoring, surveillance, certification, registration;
- one or several Training scheme operators
for market uptake, provide trainings, ensures that experts achieve learning outcomes.
The experimental platform for the training and qualification scheme has been developed in the protected area of CEN-CE website.

-Work package 3: Technical content of the CEN-CE training and qualification scheme
The technical content will focus on training materials based on CEN standards developed under M/480 in CEN TC/228 and CEN/TC 371. Especially the training on transversal know-how will be useful and complete specific technical training related to HVAC systems. The knowledge on renewable energy ratio (RER) may help to increase the integration of renewables.
The common structure and template were developed for training and exam materials
The teaching material underlines that designing a heating system is not just sizing to satisfy the maximum load, but that the energy performance is part of the design objectives as well for at least two reasons.
• compliance with energy performance requirements.
• customer requirements that may include items like “I would like a class A house…”

- Work package 4: Dissemination and communication
Scoring the dissemination and communication objectives requires on one side raising awareness of the general public of the core role that CEN standards play in the development and competitiveness of the European building sector and how the CEN-CE scheme can contribute to the cause.
On the other side, it is crucial to engage the target audiences, to investigate how CEN-CE scheme can answer their needs and expectations, towards their endorsement of the scheme.
The most important activities carried out during the 1st reporting period, in addition to Visual identity package, Website and experimental platform, Organising events, Social media promotion etc was the development of the Community of interest.

Final results

The quality of CEN standards themselves is crucial and has to be demonstrated for successful market uptake of the training.
Therefore, CEN-CE made proposal for correction of standards and transmitted them to the responsible technical committees in CEN.
Missing reliability would contribute the failure of CEN standards implementation in practice could influence the market uptake of the training of the CEN-CE project.
