 Obiettivo del progetto (Objective)

'The IRIMA project, as its IRMA predecessor, will serve as a reference source of economic intelligence, based on monitoring, data gathering and analysis in the field of private research and innovation. It will focus on the economic and policy analysis of patterns and trends in industrial R&D and innovation and their contribution to the competitiveness position of the EU industry by benchmarking it against main competitors, and in particular for industrial sectors of interest.

Starting from the collection of Scoreboard and Survey data on R&D investment by companies, it will make use of complementary data and economic research methods (quantitative economic techniques in particular, such as econometrics, economic modelling, input-output matrices and panel data analysis), exploiting the existing knowledge on research and innovation and developing new insights. A closer link to the policy agenda will be established through a new focus on preparation of policy briefs and reports accessible to a policy audience, aimed at promoting and informing policy debate.

The core activities of the IRIMA project will include:

1. The monitoring and analysis of top corporate R&D investors (WP1), based on rigorous data collection from companies accounts and an annual survey .

2. The elaboration of analytical reports and policy briefs on specific topics connected to the implementation of the European research and innovation agenda (WP2).

3. Activities to disseminate the project's research results (WP3) among the main stakeholders (researchers, policy makers and industry representatives) and to discuss its policy implications and follow-up.

The research will be mainly undertaken on the basis of already available sources of data, public and commercial. In this respect, closer cooperation with Eurostat, OECD and national statistical offices shall be pursued. In some cases, the outsourcing of targeted data gathering exercises might be needed.'

Descrizione progetto (Article)

Motivating companies to continually invest in R & D and to prioritise innovation is an ongoing process. R & D and innovation are necessary bold strategic investments that European companies must make for keeping and improving current and future competitiveness.

The EU-funded project 'Industrial research and innovation monitoring and analysis' (http://iri.jrc.ec.europa.eu/ (IRIMA)) is examining what stops companies from investing in R & D and what blocks companies from innovation that could improve productivity. It has analysed 10 years' worth of data to discover which of the main industrial players located in Europe was actively carrying out R & D for growth.

Results showed Europe to be a leader in R & D and innovation in the fields of automobiles and pharmaceuticals. The data also show Europe continuing to lag in other critical areas: information and communication technology, health care equipment and health care services. These three sectors are in need of strategic innovation and additional R & D focus in Europe.

The analysis also highlighted the need for better reporting of cross-border statistics. Better data in the area of European production, R & D, and employment movement transnationally, especially in the field of high-tech, would strengthen current data.

The data collected could lead to innovation in several areas. Research done to date shows that European companies can benefit from public support in the form of tax incentives and national and EU grants for R & D and innovation.

Looking at the future of economic growth for Europe, IRIMA will continue to shed light on the motivations of companies looking to promote growth and innovation. The analysed data supports other methods such as economic modelling, and panel data analysis is already being used.

Ultimately capable of influencing policymakers, the documentation gathered from these many sources will increase the efficiency of private R & D activities needed to support continued and extended growth in Europe.
