 Obiettivo del progetto (Objective)

'Enhancing European Coordination for National Research Programmes in the Area of Security at Major Events – THE HOUSE is aimed at strengthening the ERA on Major Events security by applying the research coordination tools/methodologies developed during seven years of activity within the projects EU-SEC and EU-SEC II. THE HOUSE builds on the assumption that Major Events are “windows of opportunity” to increase inter-agency/intra-agency coordination at national and regional level and they are suitable to have a long-lasting legacy on the national security planning of the hosting countries.

Capitalising on the existing EU-SEC II platform of cooperation, THE HOUSE gathers a wide Consortium of 24 national public end-users. The main Consortium’s goal is to achieve a harmonised implementation approach to security research in the field of Major Events in Europe via the European House of Major Events Security (the House). The coordinated research resulting from the application of the House coordination tools/methodologies to specific Major Events in Europe will benefit the partners in terms of provision of a common European taxonomy, planning and evaluation standards elaborated to respond to the specific needs of the security end-users groups.

In addition, THE HOUSE will foster the advancement towards the adoption of a common policing approach across Europe and will facilitate the practical implementation of the most recent EU policies in the field, such as the Stockholm Programme.

As a complementary action, the proposed Consortium envisages studying the most appropriate framework to render the House a long lasting European tool and seeks to identify a European Coordinator for Major Events.

Finally, the training services and dissemination activities undertaken by THE HOUSE will ensure that its results are distributed widely, raising awareness among security policy-makers and ensuring the promotion and adoption of a common policing approach.'

Introduzione (Teaser)

A way to unify policy measures to enhance safety and security during events is possible through the creation of a 'house' of security for such occasions.

Descrizione progetto (Article)

Europe is a hotbed for world-class events from international sporting tournaments to political conventions. As some of these events that gather thousands of people can be a target for anything from hooliganism to terrorism, it is crucial to ensure that they are safe and secure for participants and attendees.

The EU-funded THE HOUSE (Enhancing European coordination for National Research Programmes in the area of security at major events) project worked on enhancing security in such contexts. It built on years of experience to enhance cooperation within and among security agencies at both national and regional levels. The initiative brought together government and police stakeholders from several countries.

Under the coordination of the United Nations Interregional Crime and Justice Research Institute (UNICRI), the project furthered security research regarding major events. It established the House of Major Events so that national authorities across the EU can strengthen security. This involved the articulation of coordination tools/methodologies (CTMs) that enhanced planning, evaluation and training in the field. Public-private partnerships were also established to enhance events security.

In addition, the project team produced user guidelines for security end users to exploit the CTMs. It also raised awareness about THE HOUSE and its services, encouraging policymakers to adopt and apply the CTMs.

From the football Euro Cup in Poland during 2012 to the EU Presidency in Lithuania during 2013, the project tested its results and validated its security-related tools. It outlined a European major events register, developed a training manual for CTMs and prepared an information kit for stakeholders.

Overall, THE HOUSE has helped articulate a common policing approach in Europe for major events. It is set to become a long-lasting European tool for enhancing security by facilitating coordination, promoting training and raising awareness on common policing approaches in the field.
